Salah‚ who turned 26 on Friday‚ scored 44 goals in all competitions for Liverpool last season.
The Egyptian football federation said after Salah's injury that he could be out for three weeks, meaning he would miss their opening Group A match but could then be available against Russia on June 19 and Saudi Arabia on June 25.
"We've achieved a lot by following that path, so with very little time before the World Cup it would be risky to change things substantially in our style", Cuper told reporters on the eve of Friday's game against Uruguay.
"We're trying to make him feel confident.
We could need to substitute him‚ but we hope that won't be the case".
Following initial fears the Liverpool star would play no part in the tournament with a shoulder injury severely inhibiting his ability to play, Salah has made very encouraging strides towards making a full recovery.

Cuper said officials would continue to monitor Salah during their training session Thursday.
The Liverpool forward dislocated his shoulder in the first half of the Champions League final after a challenge by Real Madrid defender Sergio Ramos. I don't think anyone has bad will or tries to deliberately injure a player.
"But anyway we have a good team, well-organised".
Muslera, who plays for Turkish club Galatasaray, shrugged off travel fatigue being a problem, saying Uruguay had five days to prepare for the game.
"He could be the top scorer and one of the greatest players", he exclaimed.
Egypt, a no-frills side who play on the counterattack under the wily Cuper, face hosts Russian Federation on Tuesday and the Saudis on June 25 in their last group game.
Salah is regarded as a contender for the Ballon d'Or for his spectacular debut season at Anfield, alongside Argentina's Lionel Messi, Portugal's Cristiano Ronaldo and Neymar of Brazil.
