Yet while Putin suggested humanitarian aid would pave the way for some Syrian refugees to return home, German officials say that's unrealistic for now.

Russian Federation and Germany are partners in the Nord Stream 2 gas pipeline, a project criticised by US President Donald Trump due to Berlin's reliance on Moscow.
Amid rising United States pressure over the pipeline, Merkel moved to ensure Russian Federation continues to supply gas through existing networks via Ukraine.
In the years since Putin's previous bilateral visit to Germany, he and Merkel have met at worldwide events including the 2017 Group of 20 summit in Hamburg. The two leaders discussed Syria, Ukraine and the Nord Stream 2 pipeline.
"Vladimir Putin is the most aggressive foreign adversary of the EU". Merkel and Putin agreed to take steps to protect the project, Peskov said.
The United States claims it will increase Germany's dependence on Russian Federation for energy.
Mr Putin was showing support for Ms Kneissl, an independent politician who was proposed for the role by the pro-Russia Austrian Freedom Party, whose leaders were also at the nuptials.
