But Feltgen warns against comparing the two: Even if someone may have survived Harvey, he said, it doesn't mean they would survive Florence.
"After 48 hours, a slight increase in southwesterly shear could result in some weakening, but Florence is expected to remain an extremely unsafe hurricane when it approaches the USA coastline".

The storm's effects were already apparent on barrier islands as rip currents hit beaches and seawater flowed over a state highway. If Florence slows to a crawl just off the coast, it could bring torrential rain to the Appalachian mountains and as far away as West Virginia, causing flash floods, mudslides and other risky conditions.
