He noted "if this court were to prevent Mr Trump from engaging in this type of "rhetorical hyperbole" against a political adversary, it would significantly hamper the office of the president".
Mr. Trump called the sketch "a total con job", depicting "a nonexistent man"'.
Citing a Fox News headline about a judge tossing Daniels's suit, Trump tweeted: "Great, now I can go after Horseface and her 3rd rate lawyer in the Great State of Texas".
"Federal Judge throws out Stormy Danials lawsuit versus Trump", the president tweeted.
"This is the definition of projected rhetorical hyperbole", Otero ruled, repeating a suggestion he had made earlier in September.

Daniels' lawyer, Michael Avenatti, a potential 2020 presidential candidate, shrugged off the ruling, calling it "limited" and vowing to "appeal the dismissal".
The defamation claim is separate from Daniels' other lawsuit against Trump concerning the alleged affair, the Associated Press reported.
Trump later cast doubt on her alleged parking lot incident.
He also declared that, as she lost, Ms Daniels must pay Trump's legal fees.
Federal District Judge S. James Otero in Los Angeles had indicated during a late September hearing that he was skeptical of Daniels's claim on First Amendment grounds.
Charles Harder, one of Trump's attorneys, praised Otero's decision, saying that the amount of legal fees owed would be announced at a later date.
Ms Daniels then released a sketch of the man.
Although Cohen did not name the women, they were believed to be Daniels and Playboy model Karen McDougal. In a March interview with CBS's "60 Minutes", said she met Trump at a July 2006 golf tournament and had consensual sex with him in his hotel suite.
