It would also prevent Ukraine from going ahead with its plan to set up a naval base in the Sea of Azov, which was announced by President Petro Poroshenko in late September.
Russian Federation asserts that the ships, which were travelling to the Ukrainian port city of Mariupol from Odessa by way of the Kerch Strait, failed to request authorization and engaged in risky maneuvers.
"The goal is simple - by placing a blockade on the Ukrainian ports on the Sea of Azov, Russia hopes to drive Ukraine out of our own territory - the territory that is ours in accordance with all relevant global laws", the minister stressed.
Lavrov, speaking in Geneva, said Russian border agents and interrogators had found documents on the vessels that "clearly show that these ships had been ordered to not inform the authorities of Kerch Strait and to try and break into the Sea of Azov secretly".
"I am getting a report on that tonight and that will determine what happens at the meeting", Trump said.
Meanwhile, President Poroshenko claimed Russian Federation is preparing for a full scale invasion of his country, as he brought in martial law across much of it.
"It's important to keep our powder dry and be ready at any moment to push back the aggressor", said Poroshenko, adding that he had received offers from hundreds of Ukrainian war veterans who said they were ready to return and defend the country.

German officials said on Wednesday that their position on the pipeline remained unchanged and that talk of tighter sanctions against Moscow, demanded by the United States and many European politicians, was "premature".
The deployment is likely to have been long-planned, but the timing of the announcement appeared created to send a message to Ukraine and the West that Russian Federation is serious about defending what it regards as its own territory and waters.
