The Australian Formula One driver made the surprise decision to swap teams ahead of the new season as he looked to step out from Max Verstappen's shadow.
Verstappen, 21, won two races a year ago, with a third victory snatched from his grasp after a collision while leading in Brazil, and ended the season fourth overall.
"I think stability of regulations will help them".
A five-time Grand Prix winner, and the youngest victor on the grid, Verstappen enters his fifth season of F1 as a seasoned and refined talent, and as a driver who greatly matured in 2018 according to his team boss.
"As we saw previous year, the impact of those penalties at the right venues can be fairly minimal. He's just in a better place to be able to deal with the pressures that are placed on him". He is more worldly, more experienced.
Although Mad Max's fiery reputation again preceded him after he was ordered to do two days of public service for shoving Racing Point's Esteban Ocon following the Brazil race, Horner insisted he had seen "the other side of the fence" after doing one day by accompanying the stewards at a Formula E race in Morocco last month.
Thai-born Alexander Albon raced in the shadows of the top two British drivers in Formula 2 last season, but has earned his big chance alongside Kvyat. "That was actually a useful exercise for him".More news: Women in white: Democrats draw contrast at Trump’s address
"I think we've had a really collaborative approach and open approach with Honda", said the team boss.
Ricciardo's last race for Red Bull was in late November in Abu Dhabi but he could only link up with his new team now because his former employer wouldn't release him.
"But for sure I will get better through the season and that's fair to say".
While relations between Red Bull and previous engine partner Renault collapsed into acrimony, Horner has faith that the relationship with Honda will not play out in a similar way.
Horner said Red Bull aimed to be more consistent across all circuits this year, rather than just those where engine power was less of a factor.
"This is the first time that Red Bull and Honda have collaborated, and we know that at the beginning of a relationship, it always takes a little time for things to become automatic and you get the most out of it".
