During the press conference, Moore called on Holder to go to a police station and turn himself in, adding that he was confident the suspect was watching.
Holder allegedly shot the Grammy-nominated rapper and two others on Sunday afternoon outside of Hussle's retail store in a South Los Angeles strip mall.
After shooting Hussle and two other men who survived, Holder fled in a waiting vehicle driven by a woman, the police chief said. Holder escaped in a white 2016 Chevrolet Cruz, driven by an unidentified female, who turned herself in to authorities. "I ask you to surrender", he said.
A vigil for the slain rapper was held Monday, where several individuals were injured after false reports of shots being fired led to mass panic. Dozens of police officers cleared the memorial site.

On Monday, the LA coroner determined the rapper's cause of death to be gunshot wounds to the torso and head.
Moore said he was devastated when he learned Hussle had been killed.
Hussle, whose real name is Ermias Asghedom, was a prominent activist and advocate for L.A.'s black communities. The chief said a person tried to disarm the person, leading to the stampede. One of the victims was struck by a vehicle and the other may have been stabbed, according to police.
Hussle, who was of Eritrean descent, grew up in south Los Angeles.
"The majority of the injuries are minor and as a result of trampling injuries from the crowd", she said.
An emotional Soboroff read from the email Hussle sent asking for the meeting. "Nipsey is an example of any life lost is a life too many".
