James claimed the border wall is "unnecessary" and an "abuse of power" that would take away resources from the American people.
An attorney for U.S. President Donald Trump on Friday characterized an effort by the Democratic head of a powerful U.S. House of Representatives committee to obtain six years of the president's tax returns as political harassment and said it flouts "constitutional constraints". "We can't take you anymore", the president said during an appearance with federal and elected officials near the border in southern California.
Twenty states have filed a motion to block Trump's attempt to divert federal funds through an emergency declaration, the NY state attorney general said on Friday.
"I never changed my mind at all". "I may shut it down at some point".
During Friday's discussion in Calexico, Trump was handed a diamond-shaped piece of steel slate - the material used to construct barriers along the border. Border Patrol and CBP generally oversee enforcement at the USA border and ports of entry; ICE meanwhile carries out immigration enforcement within the country's interior.

But by Thursday, Trump's demand morphed into a tariff threat. After Mexico refused, he asked US taxpayers to pay for it, but Congress refused to provide the money.
"It's a scam, it's a hoax". Referring to the recently concluded investigation by special counsel Robert S. Mueller III, the president added: "I know about hoaxes".
"Mexico, I have to say, has been very, very good", Trump said Friday.
Trump also claimed that "close to 400 miles" of border wall will be completed within the next two years. Trump's administration has been pushing Congress to pass legislation that would tighten asylum rules.
"Since our founding, this country has been a place of refuge - a safe haven for people fleeing tyranny, oppression and violence", Governor Gavin Newsom. But they can't act the way they would under other conditions and there's not a lot they can do, but they've been doing it anyway. Although apprehensions along the southern border remain lower than record levels achieved during the early 2000s, the number of families arriving at ports of entry or crossing the border illegally has surged since the start of the year and remains at a five-year high, according to CBP data. More than half of those are families with children, who require extra care.
"Mexico is tough, they can stop them". Most of the fencing, however, was built during the administration of George W. Bush, and have been updated and maintained throughout other administrations.
The fence that Trump is touring is a two-mile section that was a long-planned replacement for an older barrier, rather than new wall. His administration so far has only replaced existing fencing.
