While the U.S. Constitution does not make mention of the power of executive privilege, the Supreme Court has ruled that the privilege extended to the president and other executive branch officials can be a constitutional exercise of their powers under the separation of powers model. Trump has given up with years of the presidential pattern by not readily emancipating his returns to the public.
In a tweet Monday, the president said he's still considering the move to deal with migrants who can no longer be legally held in federal detention. Under such a plan, the White House would put countries "on notice" if a significant number of their citizens are overstaying their visas in the U.S. If the rates do not change, future visas would be harder to obtain and more limited in scope.
The following day, Trump confirmed the proposal, saying in a tweet that he was strongly considering it.

They set a deadline for the White House, the Department of Homeland Security, and the Immigration and Customs Enforcement agency to send communications, documents and memoranda on the subject to the lawmakers by May 3. "The Radical Left always seems to have an Open Borders, Open Arms policy - so this should make them very happy!"
"Not only does the Administration lack the legal authority to transfer detainees in this manner, it is shocking that the President and senior Administration officials are even considering manipulating release decisions for purely political reasons", the three lawmakers wrote.
And he tweeted Saturday that the USA has the absolute legal right to take illegal immigrants to sanctuary cities.
He continued to rail about the situation at the border during an appearance in Minnesota on Monday and made the case that the issue could be a winning one for Republicans in 2020, telling the crowd that the GOP could "retake the House" over this issue. House Democrats are in a party retreat in the Virginia suburbs of Washington.
But with Central American migrants flooding across the USA southern border, the ongoing border crisis is showing no signs of letting up, and there's been no progress on immigration reform from Congress. Under the law, the IRS commissioner is required to provide access to any taxpayer's returns when directed by the chairmen of the House or Senate tax-writing committees.
